The state Family, Career and Community Leaders of America organization has equal access to membership, programs, and activities without regard to race, color, sex, religion, religious creed, ancestry or national origin, age, sexual orientation, and physical or mental disability.
ARTICLE I
Name, Sponsors and State Headquarters
Section 1. Name
The Organization shall be known as the Oklahoma Association of Family, Career and Community Leaders of America. Only the state association and the affiliated chapters shall use the name.
Section 2. Sponsors
The Oklahoma Association is an affiliate of the National Association of Family, Career and Community Leaders of America. The Oklahoma Association of Family, Career and Community Leaders of America is sponsored by the Family and Consumer Sciences Education Division of the Oklahoma Department of Career and Technology Education.
Section 3. State Headquarters
State Headquarters shall be located in the Family and Consumer Sciences Education Division office and function as a part of it.
ARTICLE II Mission and Purposes
Section 1. Mission
The mission of the Family, Career and Community Leaders of America is to promote personal growth and leadership development through family and consumer sciences education. Focusing on the multiple roles of family member, wage earner, and community leader, members develop skills for life through character development; creative and critical thinking; interpersonal communication; practical knowledge; and career preparation.
Section 2. Purposes
Organized instruction relating to the mission is a part of the family and consumer sciences education program in the schools. The purposes of the organization shall be as follows:
Organizational Structure
Section 1. State Organization
The Oklahoma State Association shall be composed of all chapters within the boundary of the state.
Section 2. Regions
Regions shall be the same as the Family and Consumer Sciences Education Division supervisory regions.
Section 3. Districts
Each region will be divided into the number of districts that will best serve the needs of each district.
Section 4. Affiliated Chapter
A chapter may be affiliated in public and private schools in which family and consumer sciences instruction is offered. The chapter shall be composed of students meeting the qualifications for membership as listed in Section 5.
A. Organization. A chapter may be organized whenever, in the judgment of the teacher(s), students, and administrators, it would be advantageous to do so.
Section 5. Membership Qualifications
A. Active Membership. Any student who is taking or has taken a course in family and consumer sciences and/or related occupations shall be eligible for active membership in an organized chapter within the school. Active members shall be eligible to hold office, make motions, and vote.
B. Post-secondary Membership. Post-secondary students who are enrolled in family and consumer sciences related occupations class shall be eligible for state membership in an organized chapter within the school. There is no national membership for post-secondary students.
C. State Honorary Membership. Any individual who has given outstanding service to the Family, Career and Community Leaders of America by advancing its purposes shall be eligible for honorary membership in the State Association. Honorary members shall be elected by a majority vote at a joint meeting of the State Advisory Board. Honorary members have the privilege of attending all meetings of the organization but shall have no vote.
ARTICLE IV
Dues, Fiscal Year, Budget, and Audit
Section 1. Dues
A. The amount of state dues shall be determined by
the FCCLA State Advisory Board.
B. State honorary members pay no dues.
C. Local chapter dues are to be determined by the
chapter.
Section 2. Fiscal Year
A fiscal year shall be June 1 through May 31.
Section 3. Budget
The state adviser shall develop the estimated budget.
Section 4. Audit
The financial statement of all income and expenditures prepared by the state staff shall be audited annually under the supervision of the Oklahoma Department of Career and Technology Education internal audit staff.
ARTICLE V
Dissolution or Liquidation of Assets
Upon final dissolution or liquidation of the Oklahoma Association of Family, Career and Community Leaders of America, and after the discharge or satisfaction of all outstanding obligations and liabilities, the remaining assets of the Oklahoma Association shall be used by its advisory board in accordance with the purposes of the state association, or be transferred to a government instrumentality or a qualified exempt organization within the meaning of Section 501 C (3) of the Internal Revenue Code of 1954 (to be used by Oklahomans in Oklahoma organizations.)
ARTICLE VI
Officers
Section 1. State Officers
The Oklahoma Association of Family, Career and Community Leaders of America may have the following officers serve on the State Executive Council: president, first vice president, vice president of community service, vice president of STAR events, vice president of membership, vice president of parliamentary law, vice president of programs, vice president of public relations, two national officer candidates, and one postsecondary officer.
Section 2. Qualifications
Candidates for state office shall have the following qualifications:
A. Currently an active member in an affiliated chapter with paid national and state dues.
B. Currently in 9th grade or above.
C. Be enrolled in a comprehensive or occupational family and consumer sciences course while a candidate and during the term of office and are making contributions, which demonstrate leadership responsibility directly related to the organization.
D. Have an average or above average scholastic rating. The student must be in good standing with an overall Grade Point Average of 2.5 and a Family and Consumer Sciences GPA of 3.0 or above (4.0 scale).
E. Candidates for the offices of President and National Officer Candidate should currently hold or previously held a state FCCLA office.
a. In the event that there are no current state officers able or willing to run for these positions, a district office will be acceptable.
F. Candidates for the offices of vice president of membership, community service, public relations, programs, and parliamentary law should currently hold or previously held a district FCCLA office.
a. In the event that none of the candidates for these offices currently holds or has held a district office, a local office will be acceptable.
G. Candidates for the office of post secondary officer should currently hold or previously held a local FCCLA office.
H. Have the support of and approval of the local chapter, local chapter adviser(s), school administration, and parents/guardians.
Section 3. Officer Duties
A. President: shall preside over all business meetings of the state association and the State Executive Council and may serve as a member of the Oklahoma FCCLA Alumni Board of Directors.
B. First Vice President: shall assume responsibility in the absence of the president and shall keep the minutes of all state meetings and meetings of the State Executive Council.
C. Vice President of Community Service: shall provide leadership in planning and implementing the state association’s community service programs, as well as assisting in the national organization’s service projects.
D. Vice President of Development: shall provide leadership in seeking and continuing corporate sponsorships for the organization’s programs and events.
E. The Vice President of Marketing: shall work in conjunction with the alumni board of directors to recommend items for purchase in the Oklahoma FCCLA store.
F. Vice President of Membership: shall provide leadership in planning and implementing programs for membership promotion and development in the state association including membership campaigns, promotions, etc.
G. Vice President of Parliamentary Law: shall provide leadership in assuring that the business sessions for the state association and meetings of the State Executive Council are conducted in accordance with acceptable parliamentary law.
H. Vice President of Programs: shall provide leadership in planning and implementing the state association’s individual and peer recognition programs as well as assist the other vice presidents in assuring that the state’s program of work is carried out.
I. Vice President of Public Relations: shall provide leadership in planning and implementing the organization’s public relations programs including input in the association’s publicity and social media efforts.
J. Vice President of STAR Events: shall provide leadership in planning and implementing the state association’s STAR Events and assist the state adviser in securing locations, sponsorships, judges and awards for the state’s STAR Event competitions.
K. National Officer Candidate(s): shall represent the state association as a candidate for the National Executive Council and assist fellow officers and the state adviser in carrying out the state association’s program of work. If a candidate is not elected he/she will choose one of the above vice presidents.
L. Post Secondary Officer: shall work in developing programming and activities directly related to post secondary members and serve as a second liaison to the Oklahoma FCCLA Alumni Board of Directors.
